Position Description
Manages and directs the day to day operations of a research center/institute or medium sized department. Plans, coordinates and supervises the operation and activities of the center/institute/department. Develops and implements policies and procedures, administers the budget, organizes tasks and sets priorities.

Major/Essential Functions
  • Researches and develops preliminary budget plans, operational plans, and services plans to achieve the contract requirements and establish a high quality of service delivery at assigned sites.
  • Develops, establishes, reviews, and monitors, in cooperation with clinical and administrative supervisors, operational policies and procedures directed at efficient, audit-worthy operations and documentation thereof, which ensure continuity and consistency across departments, units, and/or agencies.
  • Reviews and analyzes the execution of the budget through the fiscal year taking corrective action within areas under span of control to remain within budget.  Identifies items not within span of control and recommends actions to assist in operating within budget.
  • Recruits, hires, supervises, evaluates and holds accountable, all administrative support personnel and contractors to fulfill the contract for mental health services with TDCJ, and ensures proper training and orientation is achieved.
  • Develops/conducts operational systems studies throughout the service delivery system related to the contract, reports results, and makes recommendations.
  • Provides leadership and direction to administrative clinical and support staff involved in the provision of healthcare services.
  • Negotiates agreements with other organizations to support contract performance and effective service delivery.
  • Supports and contributes to the success of the mission and Organizational Plan for Correctional Health Care.
  • Responsible for oversight and management of healthcare services for all offenders in RMF and Psychiatric facility.
  • Manages periodic and annual facility audits by American Correctional Association and TDCJ Health Services - Operational Review Audit.
  • Review, investigate, and respond to internal employee grievances and external EEO complaints and charges.
  • Review, investigate, and appropriate response to offender grievances via informal complaint process.

6358.50 (Compensation is commensurate upon qualifications and experience)

  • Ability to organize complex work effectively, conceptualize and prioritize objectives and exercise independent judgment based on an understanding of the organizational policies an objectives.  Excellent verbal and written communication skills.  Ability to prepare and present professional presentations/lectures and written materials.
  • Knowledge, skills, and ability to manage operations of the department.

Pay Statement

Required Qualifications
Bachelor's degree required, master's preferred; Six years progressively responsible management experience. Additional education beyond Bachelor's may substitute for experience on a year for year basis.
