Position Description
Plans and directs the overall operation of a major department (with institutional oversight) and provides leadership for staff members. Meets ORP eligibility requirements. Under executive direction, performs highly varied administrative duties involving the use of independent judgment and professional skills. Responsible for all employees assigned to area.

Major/Essential Functions
Engages in difficult or involved work requiring use of judgment and independent thinking in making decisions for which there is little precedent on matters of considerable importance Continually monitors Unit Scorecard data and takes appropriate action to resolve issues in a timely manner Serves as liaison between TDCJ & healthcare staff such that regional needs are served and supported. Demonstrate ability as a "self-starter" who relies on own initiative. Knowledge of institutional and regional safety policies and procedures such that a safe working environment is provided. Ensuring work tools are implemented, correctly utilized, and maximized to ensure effective patient outcomes or processes (e.g. PTM) Verifies accurate completion of departmental and institutional procedures (Personnel Action Forms, Job Exception Requests, etc.)

Compiles relevant data and stats for performance reports and prepares other reports, as needed. Presents results in a clear manner. Works collaboratively on a daily basis with regional leadership team, including RMD, RDON, RHRG, and RPM. Provides necessary leadership to achieve established goals and reach mutually beneficial agreements among unit disciplines. Serves as the Regional "prime mover" to ensure requirements are met in a timely manner Continually monitors Unit Scorecard, HEDIS dashboard, and provider productivity data in order to provide operational and information support to clinical leadership.

Continual units' compliance with ACA Expected Practices and Standards; folders maintenance, monthly OCM and annual ACA reports. Maintains recurring reports roster to ensure compliance with records and reports suspense dates by using MS Outlook calendar. The reports packet, comprised of the ACA Outcome Measures and administrative meeting minutes, is submitted monthly. Ensures that units conduct semi-annual internal ACA "mock" audits and forwards results to CMHC Director, Field Operations. Continual units' compliance with all internal audits (Risk Management, Pharmacy, etc.)

Celebrating and recognizing positive daily performance on the units. Supports TTUHSC CMHC Employees of the Quarter & Year Programs via timely submission of employee nominations (minimum of 1 quarter) from each unit. Reinforces TTUHSC's Values Based Culture in regular performance coaching, employee relations issues, and daily operations Ensuring consistent accountability standards throughout the organization. Maintains an on-site presence at each unit no less than twice per month with limited monthly exceptions. Monthly on-site presence at units farther than 2.5 hours. Weekly on-site presence at largest regional unit.

Manages the regional budget, appropriately interfaces with TTUHSC staff regarding financial matters and reconciles Banner ledgers monthly. Provides appropriate input into annual budget formation. Supervises travel and purchasing to ensure compliance with TTUHSC and CMHC's policies and procedures.

Preferred Qualifications
Master's degree in health care administration or business; managerial experience in a correctional health care environment is especially desirable.

Compensation is commensurate upon the qualifications of the individual selected and budgetary guidelines of the hiring department, as well as, the institutional pay plan. For additional information, please reference the institutional pay plan on the Human Resources webpage.

Required Qualifications
Bachelor's degree required; master's preferred. Seven years progressively responsible management experience required. Education beyond bachelor's level may substitute for required experience on a year-for-year basis.
